2001 Review

MISSION STATEMENT: The mission of the Town of Evans Police Department is to provide for the peace and security of all residents of the Town of Evans, to safeguard lives and property, to protect the innocent, the weak and peaceful, against violence or disorder.


The Evans Police Department underwent its' third Accreditation Audit in September. The Department was originally accredited in December 1991 through the New York State Division of Criminal Justice Services, and was reaccredited in December 1996, and again in December 2001. Reaccreditation audits take place every five years. The Evans Police Department will continue to be an Accreditated Agency until December 2006, at which time another audit will be conducted.


The police department roster includes 22 full-time sworn officers, 4 part-time officers; 4 full-time dispatchers and 4 part-time dispatchers; 1 full-time dog control officer and 1 part-time dog control officers; 1 full-time clerk and 1 part-time clerk; and 1 full-time police mechanic, for a total staff of 40.


Evans Police Dispatchers took 19,512 complaints in 2001.

Detective Bureau

The Detective Bureau of the Evans Police Department has one Detective Lieutenant and one Detective assigned to conduct criminal investigations. The Bureau is responsible for the investigation of all felony crimes, misdemeanor cases that require follow-up, and also to investigate numerous petty offenses. The crime clearance rate statistics indicate that the Detective Bureau actively and successfully pursues its' investigations.

Dog Control

One-hundred and seventy-two (172) appearance tickets were issued in 2001.

Equipment Upgrades

The following equipment was upgraded and/or added to the Police Department inventory:
  • A new arrest booking program, Repository for Integrated Criminalistic Imaging (RICI) System was initiated in May 2001. The RICI system allows for electronic transmission of fingerprints to the Division of Criminal Justice Services for comparison and rap sheets, and mug shots and arrest information are stored electronically in the County-Wide system. The program is provided by Erie County Central Police Services.

  • A new automated dispatching program, Computerized History and Records Management System (CHARMS)was initiated in September 2001. The CHARMS system is a windows-based program that provides current status of all calls and police vehicles, whether they are on calls or available. This program is also provided by Erie County Central Police Services.

  • A new police garage was built behind the Evans Town Hall. One side of the garage will be used to house vehicles or evidence and the other side will serve as housing for Rural Metro vehicles.

  • Three new police vehicles (2001 Ford Crown Victoria's) were purchased to replace older vehicles.

  • Evans Police Department's web site (HTTP://epd.buffnet.net) has been on-line for almost four years. The site is updated regularly with current monthly reports in order to keep the public informed of the Police Department activities and to increase public access and communications with the department.
