Monthly Report – January 1999

Officer of the Month

Lieutenant Kevin Walters is Officer of the Month for January 1999 for his actions on the evening of January 28, 1999, at approximately 2:26am when he thwarted an attempt to burglarize Hogg’s Dairy in Angola.

Lt. Walters observed a suspicious vehicle in front of the dairy with a subject trying to open the hood. Although the subject claimed the vehicle overheated, Lt. Walters observed no indication that the vehicle was overheated. Upon further investigation, Lt. Walters observed that the ignition column had been broken. A computer record check revealed that the vehicle had been reported stolen out of the City of Buffalo. Further search by Lt. Walters revealed the subject, Jimmie Billups of Buffalo, to be in possession of burglar tools in his right rear pocket. A window in the front of the store was found broken with glass on the floor inside of the building.

Jimmie Billups was charged with AUO 3rd, possession of burglar’s tools, unauthorized use of a motor vehicle, and attempted burglary.

Lt. Walters is also commended for his outstanding investigative efforts and thoroughness in following through with photographs of the vehicle and footprints at the scene.

• Officer Douglas Czora – for actions above and beyond the call of duty in attempting several times to rescue a victim of a house fire – January 17, 1999
• Officer Scott Joslyn – for actions above and beyond the call of duty in attempting several times to rescue a victim of a house fire – January 17, 1999

Dispatch

Evans Police Dispatchers took 1,752 complaints for the month of January 1999.

Patrol Division

The Evans Police Patrol Division handled complaints including:

• Sixteen prisoners were held in the Town of Evans Police Lockup in January 1999.
• Eighty-seven Police Reports were filed and thirty-one accidents were reported to the State of New York as reportable accidents under the Vehicle and Traffic Law.
• Evans Police Officers issued 98 simplified traffic informations in January of 1999 including:

Detective Bureau

The Detective Bureau investigated 64 incidents including:

• Twenty-four people were arrested, mostly for violations of the New York State Penal Law and Vehicle and Traffic Law. Seven people were arrested for DWI.

Dog Control

Eighteen appearance tickets were issued from the Dog Control Office.
