Employees of the Month
Officer Dennis Feldmann is named Officer of the Month for his quick actions on April 12, 1999, in saving the life of a woman who suffered a seizure and was unable to move. Upon arrival at a Welfare Check call, Officer Feldmann observed the victim through a window lying unresponsive on the living room floor. He then kicked in the door and entered the house to render assistance. He immediately called for an ambulance and brought in first aid equipment from his vehicle. Upon the arrival of his duty Lieutenant, Officer Feldmann was administering oxygen to the victim. As reported by his Lieutenant – “Officer Feldmann’s actions were well beyond the normal bedside manner of our officers, his attitude and his caring actions were exemplary in helping this woman who did survive this incident…”
Officer Douglas Czora is named Officer of the Month for his excellent judgement and investigative actions which resulted in solving a burglary on April 17, 1999. Patrolman Czora’s investigation resulted in the arrest of a subject who was charged with burglary 3rd and petit larceny. Officer Czora is commended for outstanding performance and dedication to duty.

The Detective Bureau reports that the afternoon shift investigated a robbery on March 29, 1999, from the Ames Plaza Liquor store in Derby. A subject entered the store and purchased an item when a store clerk noticed a bottle of liquor in his pocket. When the clerk questioned the subject he ran from the store. He was apprehended after a short pursuit by the clerk and the thief did fight with him then fled away on foot. Patrol officers did immediately investigate and were able to identify the robber. An unsuccessful search was conducted in the Highland/Derby area for him but did later obtain an arrest warrant through Evans Court. This subject was later picked up and charged with a felony robbery. He is presently awaiting court action and it should be noted that the subject is presently on probation for having committed other larceny and drug related offenses.

**** Evans Police Honor Richard Berst ****
The Town of Evans Police Department presented Richard Berst with a plaque for Outstanding Bravery for holding on to his friend who had fallen into a hole in the ice on Lake Erie on January 14, 1999. Richard is credited with staying with his friend until rescue crews arrived and successfully saved them both.
Thirteen prisoners were held in the Town of Evans Police Lockup in February 1999.

The Detective Bureau investigated three separate counts of forgery in February 1999 involving forged bills. The cases involved the use of copies of different denomination of bills which were passed at local businesses. The fake bills appear to have been made with a computer scanner.
At this time, two people have been charged with felony possession of a forged instrument. The U.S. Secret Service is assisting with the investigation.The Detective Bureau investigated 56 incidents including:

Lieutenant Kevin Walters is Officer of the Month for January 1999 for his actions on the evening of January 28, 1999, at approximately 2:26am when he thwarted an attempt to burglarize Hogg’s Dairy in Angola.
Lt. Walters observed a suspicious vehicle in front of the dairy with a subject trying to open the hood. Although the subject claimed the vehicle overheated, Lt. Walters observed no indication that the vehicle was overheated. Upon further investigation, Lt. Walters observed that the ignition column had been broken. A computer record check revealed that the vehicle had been reported stolen out of the City of Buffalo. Further search by Lt. Walters revealed the subject, Jimmie Billups of Buffalo, to be in possession of burglar tools in his right rear pocket. A window in the front of the store was found broken with glass on the floor inside of the building.
Jimmie Billups was charged with AUO 3rd, possession of burglar’s tools, unauthorized use of a motor vehicle, and attempted burglary.
Lt. Walters is also commended for his outstanding investigative efforts and thoroughness in following through with photographs of the vehicle and footprints at the scene.

The Evans Police Department purchased a Mobile Radar Display Station which became operational in December 1998. The Display Station, which sits on the outside of a police vehicle, or in the back of the 4×4 Police Vehicle, gives motorists a clear, digital readout of their speed.
It is hoped that the Display Station will be effective in helping control the speed of traffic through an area and is available, upon request, for areas where speed control is considered a safety issue.

The Detective Bureau investigated burglary complaints and one scheme to defraud complaint. During the course of the burglary investigations, an Evans teenager was charged with the July 1997 burglary of Kookies store on Herr Road. It is alleged that the teen entered the store through a roof vent and did steal approximately $1,500 worth of items. A warrant has been issued for the teen.
A warrant has also been issued for a local building contractor charging grand larceny and scheme to defraud. Detectives allege that the contractor received a large amount of cash from an Evans’ resident for building materials and then disappeared. The subject is still being sought.

The Detective Bureau investigated four house burglaries, one in the Derby area and three in the Point Breeze area. Two of the burglary investigations resulted in an arrest. The suspect charged in the Derby burglary is presently incarcerated in Norfolk, VA, for other matters. A 16 year old subject was charged in connection with a burglary in the Point Breeze area. That arrest is a result of keen observation and dedication to duty by Patrolman Dennis Feldmann.

The Town of Evans Police Department is proud to announce that starting today a Town of Evans Police Vehicle will be equipped with a FirstSave Automated External Defibrillator (AED). The American Hear Association estimates 100,000 deaths nationwide could be prevented each year if AED’s were more widely distributed.
Over the past several months each officer in our department has been provided the training set forth in the State of New York Guidelines under a new Public Health Law in cooperation with the direction provided by Doctor Billitier from Erie County’s Medical Center.
This equipment and training will ensure a rapid response to our citizens in this type of medical emergency on a 24-hour per day, 7 days a week..
Thanks to the efforts of many people, including our Training Officer Ernest Masullo, Lake Shore Inter Community Hospital and Erie County Medical Center Staff, this program was developed and completed in a very short time.
The Town of Evans Police Department now looks for additional funding to purchase additional units for our other patrol vehicles.

Patrolman David Burke is Officer of the Month for October 1998 for his quick action and diligence in apprehending two burglary suspects on September 29, 1998, on Lake Shore Road near Sturgeon Point Road.
The two suspects had just broken into a home on Beechwood Road and removed several items from the residence after being surprised by the arrival of the homeowner, the two fled the scene. Acting on a description of the suspect’s vehicle, Officer Burke stopped a vehicle matching that description less than a mile from the crime scene. Two subjects were taken into custody and charged.
Officer Burke, knowing that the area of Sturgeon Point Road and Lake Shore Road had been targeted by daytime burglaries for the past three weeks, had concentrated his patrol efforts in this area which led to this quick apprehension. It is believed that the two subjects arrested may be responsible for three other daytime house burglaries.

Forty-five people were arrested, mostly for violations of the New York State Penal Law, including 11 Felonies, 46 Misdemeanors and 31 Violations for a total of 88 charges. Eleven of the 44 people were arrested for DWI.
The investigation of four day time house burglaries was the main focus of the Detective Bureau this month. The houses were forcibly entered and items such as TVs, VCRs and jewelry were stolen.
Patrol and surveillance was concentrated on the areas of these burglaries which paid off on September 29, 1998. Two subjects, both Lake Shore Central High School students were arrested when they were surprised by a homeowner while they were committing a burglary in the Sturgeon Point Road area. After hearing a desription of the vehicle being used, Officer David Burke arrested both subjects less than a mile from the crime scene.
The Detective Bureau is continuing the investigation in an attempt to connect the two subjects with the other burglaries.

Forty-four people were arrested, mostly for violations of the New York State Penal Law, including 2 Felonies, 40 Misdemeanors and 44 Violations for a total of 85 charges. Eleven of the 44 people were arrested for DWI.The Detective Bureau reports an increase of check and credit card related larcenies. Crimes of this nature usually allow a person ample time to steal money before an actual larceny is even reported to law enforcement officials.
During August of this year, the Detective Bureau received a report of a stolen insurance company check that was cashed at Evans National Bank and the perpetrator received over $2,800. The crime was never reported until a month later and was discovered when the victim had inquired as to why he never received his payment for an insurance claim filed with his homeowners insurance. Bank and insurance company records did show that a check had been sent and cashed. A Detective Bureau follow-up investigation located two persons who were involved in the check larceny and who did cash the check. The outcome of their investigation will result in the arrest of two Angola people and felony charges are going to be filed with Evans Court. The two subjects to be charged did admit to their involvement in the crime.
